About this statute
This law adopts measures on how state entities handle contingent obligations and sets other rules on public debt. The Nation, territorial entities, and decentralized entities must budget amounts to cover possible losses from contingent obligations they owe. El Fondo de Contingencias de las Entidades Estatales es una cuenta especial sin personería jurídica, administrada por el Ministerio de Hacienda y Crédito Público y por la Dirección General de Crédito Público y Tesoro Nacional en lo relativo a sus recursos y pasivos. The Contingency Fund for State Entities is meant to cover contingent obligations of state entities that the Government determines, and the Government also sets what risks may be covered. El Fondo se rige por las normas aplicables a las entidades estatales financieras; los aportes cuentan como ejecutados cuando se transfieren al Fondo y sólo pueden reembolsarse a las entidades aportantes si se verifica definitivamente que no ocurrieron los riesgos previstos.
