Las cédulas de ciudadanía ya expedidas y vigentes conservan su vigencia hasta el plazo que se fije según el artículo anterior. El Registrador Nacional del Estado Civil debe dar prioridad a la expedición y renovación de documentos de identidad para ciudadanos de comunidades étnicas. This article says the law takes effect upon promulgation and makes a relevant amendment to Article 3 of Law 220 of 1995.
