This text is the preamble/title of Law 494 of 1999, stating that it makes some modifications and additions to Decree-Law 1228 of 1995 and Law 181 of 1995. This provision changes article 11 so that national sports federations may also be made up of sports clubs. This article removes the final sentence of article 12’s paragraph that said sports clubs may not organize as a sports federation. Coldeportes may determine the minimum number of sports clubs, after consulting the relevant national sports federation, in the situations described in the text. Los establecimientos educativos deben promover la organización de un club deportivo o, si no es posible, un club promotor; además, esos clubes pueden afiliarse a la Federación Deportiva correspondiente cuando su constitución lo permita.
