This preamble states that Law 511 of 1999 establishes the National Day of the Recycler and Recycling in Colombia. Se establece el Día Nacional del Reciclador y del Reciclaje para celebrarse cada 1 de marzo. The Ministry of the Environment must award the “Condecoración del Reciclador” every March 1 to the person or legal entity that has best stood out in recovering recyclable waste. Mayors must also emulate this recognition within their own jurisdiction. SENA must design and adopt an educational and training program for people who recover solid waste across the country. The National Government, through Inurbe, must promote special housing programs for groups or associations of recyclable resource recoverers recognized by law.
