This preamble says Colombia and Cuba agree to cooperate in tourism and to strengthen ties between the two countries. The Parties must set up programs to promote and develop tourism between the two countries, following their internal tourism policies, resources, and domestic law limits. Las Partes deben facilitar y promover las actividades de los prestadores de servicios turísticos. Las Partes must use complementary agreements to carry out the Convention, may set up tourism representation offices in the other Party’s territory, and those offices cannot carry out commercial activities. Las Partes deben analizar y promover los negocios e inversiones en el sector turismo, conforme a su legislación respectiva.
