This provision is the preamble showing that Law 524 of 1999 approves ILO Convention 154 on collective bargaining. El Convenio se aplica a todas las ramas de actividad económica y permite a la legislación o la práctica nacionales fijar el alcance de su aplicación a las fuerzas armadas, la policía y la administración pública. This provision defines “collective bargaining” as negotiations between employers (or employer organizations) and workers’ organizations to set working conditions, regulate employment relations, or address both. Si la ley o la práctica nacional reconocen representantes de trabajadores, pueden decidir si la «negociación colectiva» también cubre las negociaciones con ellos. If the Convention’s provisions are not applied through collective agreements, arbitral awards, or another practice-based method, they must be applied through national legislation.
