This preamble says Colombia and Argentina agreed to cooperate on telecommunications by setting objectives and work methods to support sector integration. The representative delegations of the two governments must hold negotiations to promote cooperation and exchanges in telecommunications. Las partes pueden acordar varias formas de cooperación, incluyendo una comisión mixta, intercambio de información, intercambio de especialistas, capacitación, y acuerdos sobre certificación técnica. The two parties identify areas where they will cooperate on telecommunications, information exchange, and joint projects. La cooperación bajo este Acuerdo depende de fondos y recursos humanos disponibles y de acuerdo previo entre las Partes.
