This preamble says the law is intended to promote the development of micro, small, and medium enterprises. El artículo permite a cada departamento crear Consejos Regionales de MIPYMES y ordena que sus reglas de funcionamiento sean definidas por el Sistema Nacional de Competitividad e Innovación, con lineamientos del Gobierno Nacional cuando se considere su creación en la CRCI.
