Las Partes Contratantes deben realizar y promover programas y proyectos de cooperación técnica y científica bajo este Acuerdo. Complementary agreements must specify the program and project objectives, work schedules, each contracting party’s obligations, and the joint financing arrangements considered convenient. The national bodies responsible for technical and scientific cooperation must coordinate the execution of the programs and projects under this convention. This article says technical and scientific cooperation may take several forms, including joint research and training, creating research institutions, holding seminars and conferences, and exchanging information and documents.
