Los municipios de un mismo departamento que formen un área metropolitana deben conformar los comités del artículo 2o. Si el área de influencia tiene 500.000 habitantes o menos, la integración del comité regional es opcional para los alcaldes. La ley define qué es un área de influencia y establece que su delimitación debe hacerse por consenso entre los municipios que la integren; si hay conflicto, decide el gobernador, y si participan municipios de distintos departamentos, decide el Ministerio del Interior con el DNP.
