This is the preamble/title of Law 643 of 2001, which sets the regime for the state monopoly on games of chance and luck. The State has the exclusive power to run and regulate games of chance and luck, and it must do so in a way that respects the public and social interest. Los departamentos, el Distrito Capital y los municipios tienen las rentas del monopolio de juegos de suerte y azar, salvo los recursos para investigación en salud, que pertenecen a la nación. La gestión y explotación de los juegos de suerte y azar debe seguir principios de servicio social, transparencia y racionalidad económica, y los recursos del monopolio deben transferirse y destinarse a salud. Games of chance may only be operated under the legal regime and its regulations; prohibited or unauthorized games must be stopped, and certain practices are banned nationwide.
