Esta parte identifica la Ley 684 de 2001 y señala que fue declarada inexequible en su totalidad. This article states the law’s purpose: to create a National Security and Defense System that uses state resources effectively and efficiently, and considers citizens’ constitutional duties, to help ensure national security and defense on an equal basis. This article defines the National Security and Defense System as a coherent set of principles, policies, objectives, strategies, procedures, bodies, functions, and responsibilities of the State’s components in this area. This article defines “Poder Nacional” as the State’s capacity to respond to threats to rights and freedoms and to preserve national independence, integrity, autonomy, and sovereignty. This article defines public order as a set of conditions that allow general prosperity and the enjoyment of rights and freedoms, within a coherent framework of values and principles.
