La producción, distribución y comercialización de alcoholes no potables quedan en libre competencia; los distribuidores mayoristas de combustibles deben encargarse de mezclar etanol carburante con el combustible base, y no se permite transportar etanol carburante por ciertos poliductos. Etanol carburante used in gasolines and diesel is treated as a factor supporting environmental cleanup, energy self-sufficiency, and productive employment, and it receives special treatment in the relevant sector policies. This article says the law takes effect when it is promulgated and repeals any provisions that conflict with it.
