Los ciudadanos que definan su situación militar mediante estas jornadas deben pagar una contribución individual equivalente al 20% del salario mínimo mensual legal vigente, una sola vez, a favor del tesoro nacional. Los Distritos Militares, por medio de la Dirección de Reclutamiento y Control Reservas del Ejército, deben hacer convocatorias especiales en todo el territorio nacional y, antes de cada convocatoria, divulgar la información por medios de comunicación. La Registraduría Nacional del Estado Civil debe mantener actualizado el sistema de comunicación.
