El artículo declara patrimonio cultural de la Nación el Carnaval de Barranquilla y los Carnavales de Pasto, y les reconoce protección y su especificidad cultural. El Gobierno Nacional puede incluir en el presupuesto nacional las apropiaciones necesarias para financiar ciertas obras culturales. El Ministerio de Cultura queda autorizado para participar en la modernización del Carnaval de Barranquilla y del Carnaval de Pasto.
