This law declares the Barranquilla Carnival and the Pasto carnivals to be part of the Nation’s cultural heritage and orders certain works. El artículo declara patrimonio cultural de la Nación el Carnaval de Barranquilla y los Carnavales de Pasto, y les reconoce protección y su especificidad cultural. El Gobierno Nacional puede incluir en el presupuesto nacional las apropiaciones necesarias para financiar ciertas obras culturales. El Ministerio de Cultura queda autorizado para participar en la modernización del Carnaval de Barranquilla y del Carnaval de Pasto. This law takes effect once it has been approved, sanctioned, and published.
