This text is the preamble to Law 709 of 2001, which authorizes the Guaviare departmental assembly to issue a Pro-Hospitales stamp for the department of Guaviare. The Guaviare Department Assembly is authorized to order issuance of the Pro-Hospitales stamp up to 4,000 million pesos, and the department finance secretariat plus the municipalities must take budget measures for collection and allocation. The article sets an order of priority for how the stamp revenue is to be used for hospital-related purposes, and requires the Guaviare Departmental Assembly to set specific amounts in annual budgets. La Asamblea Departamental del Guaviare may set the stamp’s features, rates, taxable facts, taxable persons, tax bases, and other matters for its mandatory use in operations in the department’s municipalities, and may authorize municipal councils to make its use mandatory. The Guaviare Departmental Assembly must bring the decisions it issues under this law to the attention of the national government through the Ministry of Finance and Public Credit’s fiscal support unit.
