This preamble identifies Law 735 of 2002 and states that it declares national monuments and adopts measures for university education. The provision designates the Hospital San Juan de Dios and the Instituto Materno Infantil in Bogotá as National Monuments, and the Fundación San Juan de Dios and the Instituto Inmunológico Nacional as Cultural Heritage of the Nation. El Gobierno Nacional debe adelantar las obras de remodelación, restauración y conservación del Hospital San Juan de Dios y del Instituto Materno Infantil, y se crea una junta de conservación para ese fin. El Hospital San Juan de Dios y el Instituto Materno Infantil deben seguir funcionando como hospitales universitarios para educación en ciencias de la salud. Los hospitales universitarios reciben protección especial del Estado y must attend preferentially to people not covered by the relevant schemes; the Ministry of Health must pay any excess over the earmarked budget, and no referral is required for those services.
