This is the preamble to Law 741 of 2002, which states that the law reforms Laws 131 and 134 of 1994 on programmatic voting. Revocation of mandate may proceed only if at least one year has passed since the mayor or governor took office, and a written request is filed before the National Registry with signatures from at least 40% of the votes obtained by the elected official. For programmatic voting, the mandate of governors and mayors may be revoked only if the popular vote meets the stated approval and turnout thresholds. This article says the law takes effect when it is promulgated and repeals any conflicting rules.
