El Gobierno Nacional, por medio del Ministerio de la Cultura, debe comprar los terrenos y las obras necesarias para construir y dotar un Centro Cultural Educativo en Sabaneta (Antioquia). The national government, through the Ministry of Culture, must set aside at least COP 200 million to buy one of the master’s works and place it in a public place in Fredonia; the work must first have a technical appraisal by the Antioquia Cultural Extension Directorate. Se autoriza una estampilla con un tope total de 30.000 millones de pesos y se faculta a Antioquia para fijar hechos gravables y cuantías, sin pasar del 1% del hecho gravado.
