This preamble identifies Law 772 of 2002 and states that it concerns the election of citizens who were kidnapped. Para cargos de elección popular, no se exige aceptación escrita ni verbal de la candidatura si hay fuerza mayor por secuestro. The party’s legal representative or, for citizen groups, the three registrants must attach the kidnapping complaint to support force majeure; if there is fraud or a false complaint, the competent authority must declare the registration null and give the credential to the next candidate by votes. Si hay secuestro, no se requiere la toma de posesión para adquirir la condición de congresista, y los derechos laborales, asistenciales y prestacionales deben percibirse por sus familiares inmediatos. This article says the law takes effect when it is promulgated and amends any provisions that conflict with it.
