This is the preamble of Law 773 of 2002, which states that rules will be issued about the administration, manufacturing, processing, exploitation, and commercialization of salt produced in the maritime saltworks of Manaure and the saltworks of Zipaquirá. El Gobierno Nacional queda autorizado para crear una sociedad de economía mixta concesionaria vinculada al Ministerio de Desarrollo. El IFI debe entregar activos vinculados a las salinas de Manaure para capital inicial de la nueva sociedad, y la participación de “Sumain Ichi” no puede ser menor al 25%. IFI and the National Government must transfer certain public-service assets to the relevant municipal administrations, with a 3-month deadline for the main transfer. La constitución de la Sociedad Salinas Marítimas de Manaure, Sama, queda exenta de impuestos, tasas y contribuciones nacionales necesarios para esa constitución.
