This provision is the preamble and header for Law 782 of 2002, identifying the law and stating that Congress decrees it. The provision extends the vigencia of specified articles of Law 418 of 1997 for four years. This article replaces the heading of Chapter I, Title I, First Part of Law 418 of 1997 with a title about facilitating dialogue and agreements with organized armed groups outside the law for demobilization, reconciliation, and peaceful coexistence. This article lets expressly authorized government representatives hold peace talks and sign agreements with armed groups, and requires judicial authorities to suspend capture orders in specified peace processes. The President of the Republic exclusively directs the peace process and may authorize civil society participation; government participants in peace talks must follow the President’s instructions.
