Regulates how seized assets under the National Directorate of Narcotics are administered, and limits the National Narcotics Council’s powers. La norma permite vender ciertos bienes bajo custodia de la Dirección Nacional de Estupefacientes y ordena cómo manejar el dinero obtenido; si se trata de sustancias controladas no vendibles ni exportables, varias autoridades deben coordinar su disposición o destrucción. La Dirección Nacional de Estupefacientes puede celebrar varios contratos sobre bienes incautados, pero debe publicar una invitación a cotizar y decidir la adjudicación en audiencia pública con al menos tres propuestas, salvo el caso de un solo oferente elegible. The provision lets the National Narcotics Directorate provisionally assign seized assets under set conditions, and sets requirements for private recipients and related safeguards.
