About this statute

This preamble explains why the parties considered it necessary to create a permanent executive body, the Secretaría de Cooperación Iberoamericana (Secib), to support Ibero-American cooperation. Secib is constituted as an international organization with its own legal personality. The Secib’s general objective is to help consolidate the Ibero-American Community of Nations. La Secretaría de Cooperación debe apoyar a los Responsables de Cooperación, informar sobre sus actividades y mantener una relación estrecha con la Secretaría Pro Témpore. La Secib se rige por sus Estatutos; cualquier Estado miembro puede proponer enmiendas, que se tramitan por la Secretaría Pro Témpore y los demás órganos indicados, se adoptan por consenso de los Cancilleres y entran en vigor 30 días después.
