Aclara que el estudiante de una institución oficial de educación superior tiene derecho a un descuento del 10% en la matrícula por votar, y que ese beneficio se aplica en más de un período académico. Quien haya votado, o acredite haber votado, puede recibir descuentos del 10% en ciertos trámites y documentos. Colombians who vote from abroad get special incentives, including a 10% discount on consular services and passport issuance, and a 30% discount on the exit tax when visiting Colombia for up to 45 days. The law takes effect on promulgation, does not apply to the referendum called by Law 796 of 2002, and the referenced discount percentage is reduced to half during 2003 and 2004.
