About this statute
This provision is the opening of Law 815 of 2003 and states its title and general subject. Colombians who vote from abroad get special incentives, including a 10% discount on consular services and passport issuance, and a 30% discount on the exit tax when visiting Colombia for up to 45 days. The law takes effect on promulgation, does not apply to the referendum called by Law 796 of 2002, and the referenced discount percentage is reduced to half during 2003 and 2004.
