This law states that it supports national industry through public procurement. Public entities that must choose contractors through public procurement methods must use objective criteria to support national industry, with stated exceptions. Certain contracting entities must give a score bonus for national goods or services, and a smaller score bonus for foreign goods or services; if a foreign bid ties a national bid, the contract goes to the national bidder. El oferente extranjero debe cumplir los mismos requisitos, procedimientos, permisos y licencias que el oferente colombiano, y demostrar que puede contratar y obligarse conforme a la ley de su país. This law applies, but only without prejudice to Colombia’s signed international agreements.
