This preamble states that Congress approves the Social Security Agreement between Colombia and Uruguay. This provision applies the agreement to covered workers and their beneficiaries, survivors, or successors, and bars disability and survivor benefits based on facts that happened before the agreement took effect. Protected persons of one contracting party who become subject to the other party’s law must receive the same rights and obligations as that party’s nationals.
