Se declara el 21 de marzo como Día Nacional de la Música Colombiana. Declares the listed Colombian music and folklore festivals as cultural and artistic heritage of the Nation. La Nación, por medio del Ministerio de Cultura, debe contribuir al fomento, internacionalización, promoción, protección, divulgación, financiación y desarrollo de los valores culturales ligados a la identidad musical. The Republic of Colombia honors and exalts the memory of Darío Garzón and Eduardo Collazos and publicly recognizes the Fundación Musical de Colombia in Ibagué, Tolima.
