This provision is the preamble to Law 899 of 2004, which approves the Second Protocol to the 1954 Hague Convention on the protection of cultural property in armed conflict. This article defines key terms used in the Protocol. This Protocol complements the Convention regarding relations between the Parties. This article says the Protocol applies beyond peacetime rules to the situations listed in Article 18(1)-(2) of the Convention and Article 22(1), and it remains binding between Protocol Parties even if another party to the conflict is not bound.
