This is the preliminary title of Law 941 of 2005, which organizes Colombia’s National Public Defender System. The National Public Defender System’s purpose is to provide people access to justice in criminal matters, equally and with due process. La Defensoría Pública debe prestar sus servicios a personas en desventaja económica o social; si el servicio se presta por necesidades del proceso, el imputado o acusado debe pagar los honorarios y gastos. The National Public Defender System must have the necessary tools to participate in judicial proceedings on equal terms with other procedural parties. The National Public Defender System must guarantee a defense that is comprehensive, continuous, technical, and competent.
