Esta ley fija reglas generales para la entrega y recepción de asuntos y recursos públicos, y exige un informe al dejar el cargo o al terminar la administración. This provision says the law applies to the branches of public power at national, departmental, district, municipal, and metropolitan levels, and to private parties that handle state funds or property. The handover and receipt of public affairs and resources must be carried out at the start and end of a public office, when a public servant leaves office for reasons other than a change of administration, and in some cases when a private person administers state funds or resources. The report must be rendered within 15 business days after leaving office, no matter why the person left.
