This article replaces a rule so that the referenced group will have 12 members chosen from the Second Constitutional Committees, with 3 chosen by the Senate and 3 by the Chamber of Representatives, each with alternates. Los miembros que representen al Congreso y los designados por el Presidente de la República tienen el mismo período que sus respectivos electores o designante, y siguen en funciones hasta que sean reemplazados. This article says the law takes effect on 20 July 2006 and repeals any contrary provisions.
