The general rules in this law must be applied together with the listed budget laws, and they govern specified national budget bodies and certain national resources; non-legal-person funds must be created by law or express authorization and follow the relevant rules and procedures. La Dirección General de Crédito Público y del Tesoro Nacional must inform other bodies about key dates for internal and external public credit resources, national public establishments must report amounts and dates of directly contracted credit resources, and the Ministry of Finance must give a prior opinion on certain financing-source changes.
