This provision identifies Law 1064 of 2006 and states its purpose: to set rules supporting and strengthening education for work and human development. The article replaces the term “Educación no formal” in the General Education Law and Decree 114 of 1996 with “Educación para el Trabajo y el Desarrollo Humano.” El Estado reconoce esta modalidad educativa y debe apoyar, estimular y proteger a las instituciones y programas debidamente acreditados. The National Government must regulate the requirements and procedures for certain education institutions and programs to obtain accreditation. Certain public- or private-sector employees may request a partial withdrawal of severance pay to pay tuition for approved technical programs.
