About this statute
This law regulates the acquisition of goods and services intended for national defence and security. The State must buy nationally produced goods and services for national security and defense from national producers, and the ministry must certify domestic production. The State may buy from foreign producers when security and defense interests make it advisable. This article lists criteria for deciding which goods and services are covered for the purposes of the previous article, including items expressly listed in certain decrees and items the national government deems necessary for essential security and defence interests. This provision says the law applies without affecting what is set out in international treaties approved by Congress. This law takes effect on the date it is published and repeals any provisions that conflict with it.
