This provision is the preamble to Law 1107 of 2006 and says it modifies article 82 of the Contencioso Administrativo Code. The administrative contentious jurisdiction is created to hear disputes arising from public entities and certain private actors, and it is exercised by the Council of State, administrative courts, and administrative judges. This article repeals Article 30 of Law 446 of 1998 and other conflicting rules, while preserving the competition-related validity of Laws 142 of 1994, 689 of 2001, and 712 of 2001. This provision says the law takes effect when it is promulgated.
