This is the preamble of Law 1117 of 2006, stating that the law issues rules on electricity network standardization and subsidies for strata 1 and 2. The National Government must carry out an electric network regularization program, and electricity distributors/commercializers must participate and provide technical support. The Ministry of Mines and Energy must regulate small-scale self-generation incorporation within 6 months. El Ministerio de Minas y Energía define las condiciones y porcentajes de los subsidios eléctricos para zonas no interconectadas, y esos subsidios no deben girarse a prestadores que no reportaron oportunamente la información requerida en el SUI. Subsidies for household electricity and piped gas must be applied so monthly tariff increases for users in socioeconomic strata 1 and 2 do not exceed CPI variation, with subsidy caps of 60% for stratum 1 and 50% for stratum 2. The law takes effect when it is published and overrides any conflicting provisions.
