El concurso de méritos para elegir al Registrador Nacional del Estado Civil debe ser público y lo deben realizar los Presidentes de la Corte Constitucional, la Corte Suprema de Justicia y el Consejo de Estado. Los presidentes de la Corte Constitucional, la Corte Suprema de Justicia y el Consejo de Estado, como organizadores del concurso, pueden dictar el reglamento y convocar públicamente a los ciudadanos que cumplan los requisitos para que se inscriban. The contest rules must include the listed selection parameters, and interview scores must count for at least 30% of the total.
