The State must progressively improve the quality of life of pregnant mothers and children under six in Sisbén levels 1, 2, and 3, by coordinating institutions to guarantee their rights to food, adequate nutrition, early education, and comprehensive health care. Los niños tienen derechos desde la gestación, y el Estado debe garantizarles con prioridad la protección de sus derechos, especialmente entre los 0 y 6 años. The ministries and ICBF must, within six months after the law is promulgated, submit an integrated care proposal coordinated by the National Planning Department. Se asignan responsables del modelo de atención integral y se ordena coordinación nacional entre tres entidades; además, el Ministerio de la Protección Social debe asegurar cobertura en salud y en programas de promoción y prevención para ciertas mujeres en gestación y niños de primera infancia del Sisbén.
