The Nation pays tribute to the department of Putumayo on the occasion of the 50th anniversary of its separation from Nariño. El Gobierno Nacional queda autorizado para incorporar apropiaciones al Presupuesto General de la Nación o impulsar cofinanciación para construir el bloque de laboratorios del Instituto Tecnológico de Putumayo en Mocoa. The National Government is authorized to make transfers, credits, counter-credits, and interadministrative agreements involving the Nation and the Instituto Tecnológico de Putumayo (ITP). This law takes effect on the date it is promulgated.
