This preamble states that Law 1309 of 2009 modifies Law 599 of 2000 regarding conduct punishable against the legally protected interests of members of a legally recognized labor union. The prescription period for the listed crimes is 30 years. This article changes item 10 of article 104 of Law 599 of 2000. This article changes the aggravating-circumstances rule for conduct committed because of a person’s qualities against certain protected groups. This article changes an aggravating circumstance in the Criminal Code for conduct committed against journalists, community leaders, union members, or members of political, ethnic, or religious organizations, or because of that status.
