About this statute

This provision states the law’s purpose: to set parameters for organizing the education quality results evaluation system, promote a culture of evaluation, facilitate state inspection and oversight, and transform the ICFES. The State must use state exams and other external tests to assess education goals and improve education continuously. The State and all members of the educational community must also promote and facilitate relevant evaluations, following stated principles and legal/constitutional limits. This article defines three kinds of evaluation: external/independent, comparable/periodic, and egalitarian. The State must improve education quality and assessments. The evaluation authority must promote participation, and the Ministry of Education must carry out the evaluations, support local training, and promote qualitative exercises alongside quantitative tests.
