El Estado y las entidades públicas deben promover la preservación, salvaguarda y fortalecimiento de las lenguas nativas mediante programas específicos. State entities responsible for native-language functions must act in concert with ethnic communities and respect their internal self-government. A native-language speaker must not be discriminated against because of using, transmitting, or teaching that language.
