This law establishes exceptions to Article 133 of the Constitution. Regulates ordinary voting in Congress, the verification of that vote, and several exceptions to nominal and public voting. Las votaciones deben ser nominales y públicas, con excepciones previstas por la ley; además, las cámaras deben crear un sistema electrónico de votación y publicación en el plazo de un año. This article says the voting rules for nominal/public voting and ordinary voting also apply to other elected public bodies at the departmental, district, and municipal levels, and it also applies article 131 on secret voting.
