This provision is the preamble of Law 1447 of 2011 and says the law develops Article 290 of the Colombian Constitution. El Congreso, las asambleas departamentales y el Gobierno Nacional tienen competencias para fijar o modificar ciertos límites territoriales. IGAC must carry out periodic boundary-delimitation examinations of territorial entities, notify specified authorities about the process, and ordinarily repeat the review only every 20 years. This article defines “deslinde” as an administrative boundary-demarcation operation using technical, scientific, and cartographic work. If technical geographic, cartographic, or topographic terms are disputed during the proceeding, the IGAC official performing the deslinde must resolve them within the institute’s conceptual framework. The IGAC must order and notify the boundary-delimitation proceeding, and the process must follow the listed commission, evidence, on-site, and record-keeping steps.
