Preamble indicating that Law 1471 of 2011 sets rules on comprehensive rehabilitation for members of the Public Force, military school students and equivalents, civilian Ministry of Defense and military personnel, and non-uniformed police personnel. Esta disposición define la rehabilitación integral para ciertas personas vinculadas a la Fuerza Pública y encarga al Gobierno Nacional de establecer el sistema, los procesos y los procedimientos para su operación. This provision says the functional rehabilitation phase includes health promotion, disability prevention, recovery, and maintaining achieved functionality. This article defines the Rehabilitation Phase and says eligible beneficiaries may access its services if they are affiliated with and active in the relevant health system, and if no extra budget outlay is required. La rehabilitación integral entra en vigencia desde el 1 de enero de 2013, cuando el Gobierno Nacional implemente el sistema, los procesos y los procedimientos requeridos. El Ministerio de Defensa Nacional y sus unidades ejecutoras deben asumir la sostenibilidad y los costos de funcionamiento del CRI.
