This law establishes the legal regime for public-private partnerships and includes organic budget rules and other provisions. This article defines public-private partnerships as private-capital arrangements made through a contract between a state entity and a private person or company. This article sets the scope for public-private partnership contracts, requires operation and maintenance to be included, sets a minimum investment threshold, and allows the national government to regulate certain conditions.
