About this statute

This law says it sets rules to modernize the organization and functioning of municipalities. La ley tiene por objeto modernizar la normativa del régimen municipal dentro de la autonomía reconocida a los municipios. Los municipios have rights to autonomy, elect their authorities, exercise their competences, manage resources and tributes, participate in national revenues, and adopt an administrative structure they can finance, subject to the Constitution and the law. Se establecen principios para cómo los municipios y otras autoridades deben ejercer sus competencias, incluyendo coordinación, cooperación, eficiencia, transparencia y participación ciudadana. The municipality and municipal authorities must pursue better living conditions, sustainability, associativity, and economic self-sufficiency through specific development and governance actions.
