About this statute

This preamble says the parties approve the additional protocol on commitment to democracy and reaffirm their commitment to democracy, rule of law, human rights, and fundamental freedoms within UNASUR. This Protocol applies when there is a break or threat to the democratic order, a violation of the constitutional order, or any situation that risks the legitimate exercise of power and the validity of democratic values and principles. When the situations in the previous article occur, the relevant UNASUR council must meet in extraordinary session, convened by the Pro Tempore Presidency. The relevant council must meet in extraordinary session and, by consensus, consider the nature and scope of the measures to be applied. El Consejo de Jefas y Jefes de Estado y de Gobierno, o en su defecto el Consejo de Ministras y Ministros de Relaciones Exteriores, puede adoptar medidas si hay ruptura o amenaza de ruptura del orden democrático.
