This law states its purpose: to create tax incentives and other special measures for the rehabilitation and social inclusion of young people with a high degree of social emergency, gang involvement, and youth violence. This law’s purpose is to adopt measures for the social inclusion of young people in situations of high social emergency, gang activity, and youth violence, to strengthen the State’s social action. Las autoridades públicas pueden crear planes, programas y estímulos especiales para esa población, y pueden incluir partidas presupuestales para ello bajo condiciones presupuestales. El ICBF también puede asesorar en el diseño de esos planes. This article defines three terms used by the law: rehabilitated youth linked to violent groups, youth in social emergency, and discriminatory conduct. El ICBF debe coordinar y promover acciones con entidades públicas y privadas para apoyar la inclusión social de jóvenes en situación de emergencia social, pandillas o rehabilitación de grupos de violencia juvenil.
